EU Standards & Rules

Recycling a small vessel is not simply dismantling – it is a complex legal process that must meet the strict environmental requirements of both Estonia and the European Union. With us, your vessel is in good hands, and your responsibility as an owner ends with a clear conscience.

Legal and environmental requirements we meet

Regulation (EU) No 1257/2013: This is the main framework governing ship recycling. Although it focuses on large vessels, we apply the same strict principles to 10–35-metre boats to ensure maximum safety.

IHM (Inventory of Hazardous Materials): Every vessel going for dismantling must be mapped for hazardous materials. Our specialists compile the necessary inventory to prevent asbestos, toxic paints or ozone-depleting substances from entering the environment.

Waste Act and environmental permits: Operations at Loksa Shipyard are carried out in accordance with the Estonian Waste Act. We hold all the permits required to handle hazardous waste and to carry out the dismantling process.

How can we help you?

We don’t just take your ship apart – we close its file. Here’s every document we put in your hands so the vessel is legally, officially done.

Documents we issue

Once the work is finished, we issue you an official package that serves as the basis for removing the vessel from the registers:

  • Certificate of Recycling: Confirmation that the vessel has been dismantled in accordance with EU standards.
  • Hazardous-waste handling report: Evidence that all fuels, oils and toxic chemicals have been directed to proper disposal.
  • Deregistration notice: The documentation the Transport Administration needs to remove the vessel from the register. Our operations are transparent and verified.

We take care of the paperwork – deregistering your vessel

The physical dismantling of a vessel is only half the process. The other half is the correct legal closure in the Transport Administration’s traffic register (or the relevant foreign register). You will not have to queue or worry about the right forms – we make it easy for you.

How is a vessel deregistered?

Official recycling certificate: As soon as we receive the vessel and the dismantling process begins, we issue official confirmation that the vessel has been directed to proper recycling.

Liaison with the Transport Administration: In accordance with the Maritime Safety Act, we submit the data and evidence required to show that the vessel has been dismantled. This is the basis for removing the vessel from the small-craft or ship register.

Confirmation to the owner: You receive from us the final confirmation and documents stating that the vessel is officially “dead” and that you have no further obligations (such as taxes, insurance or registration fees).

Why does this matter to you?

A vessel left abandoned unlawfully or “lost” can lead to environmental fines or trouble with the authorities. Our official confirmation is your legal shield, proving that you have acted as a responsible vessel owner.

Is your vessel located outside Estonia?

Because we dismantle vessels up to 35 metres (115 feet) in length, we also have experience with international registers (such as the Finnish, Swedish or Latvian registers). We help prepare the necessary export documentation and recycling certificates that comply with the international IMO (International Maritime Organization) standard.
